From a brand new homebuyer program signed into law to rising wildfire risks and shifting mortgage rates, there is no shortage of developments that matter to buyers, sellers, and homeowners across Northern New Mexico. Here is your comprehensive Friday Wrap-Up for the week of March 17 through 20, 2026.

Breaking News: Governor Signs HB 200 -- New Homes for New Mexico Program

The biggest story this week is the governor signing House Bill 200 into law, creating the New Homes for New Mexico program. This is a $25 million initiative administered by the New Mexico Mortgage Finance Authority that provides zero-interest loans of up to $75,000 for first-time homebuyers in high-cost counties like Santa Fe, Los Alamos, and Taos. Buyers in other parts of the state can access up to $50,000.

To qualify, you must earn under 120 percent of the area median income, and the home must be a starter home under 1,800 square feet on a lot no larger than 5,000 square feet. Mortgage Rates and the Federal Reserve

On the market side, the 30-year fixed mortgage rate climbed to 6.33 percent this week, up from 6.27 percent on Monday. The Federal Reserve held rates steady at 3.5 to 3.75 percent on Wednesday in an 11-1 vote -- their second consecutive hold.

Fed Chair Powell cited "frustrating" services inflation and uncertainty from the Iran conflict as key factors. Goldman Sachs has pushed their next rate cut forecast all the way to September, and seven of nineteen FOMC members now see no cuts at all in 2026. Here in Santa Fe, the median sale price sits at $520,000 with inventory up 18 to 20 percent year over year -- good news if you are a buyer looking for more options in the market.

Short-Term Rental Fees and the ADU Bill

If you own a short-term rental in Santa Fe, the clock is ticking. The $50 late fee for permit renewals kicked in on March 15, and the final deadline is April 15. The city currently caps STR permits at 1,000 for residential zones, so getting your renewal done promptly is critical.

We are also watching House Bill 17, which would require every zoning authority in the state to allow at least one accessory dwelling unit on every residential lot. New Mexico is estimated to be short approximately 40,000 affordable rental units, so this legislation could have a real impact.

On the infrastructure side, the Santa Fe Regional Airport is moving ahead with a $20 million Phase 2 expansion, including a 13,000 square foot terminal addition and a new NM 599 connector road. The airport topped 400,000 travelers and has added nonstop flights to Los Angeles and Dallas -- great news for the local economy and tourism.

Wildfire Risk, Insurance Reform, and Energy Relief

Homeowners, wildfire season is here early. The Rio Grande Basin is at just 6 percent of normal snowpack -- a historic snow drought. The National Interagency Fire Center reports that Eastern New Mexico already faces above-normal wildfire potential, shifting to higher elevations by May and June. The 2,674-acre 352 Fire near Tucumcari is already active.

On the bright side, House Bill 204 would require insurers to reward your fire mitigation work with real discounts and give homeowners appeal rights for wildfire risk scores. A new federal Energy Bills Relief Act from Rep. Vasquez aims to bring $2.1 billion for grid modernization and expanded LIHEAP assistance to help with those rising utility bills. With New Mexico electricity rates up approximately 9 percent recently, this relief cannot come soon enough.
